LABE - ELBE Adaptation to flood risk

The project "label - making data for flood risk maps" is to get affordable or easily inferred information on preliminary flood risk assessment to meet the demand of the European Parliament and Council 2007/60/EC on the assessment and management of flood risk ", which requires EU Member States to reduce the risk of flooding. Needed basis for technical, financial and political decisions on flood risk flood hazard maps and flood risk. Based on the preliminary flood risk assessment is needed to segment the flow of Orlice, Kralovéhradecký region identify areas where there are potential significant flood risk or the occurrence of these risks can be considered likely.

Project "Label – making data for flood risk maps" for the Královéhradecký Region is a "pilot project", under which the methodology is tested to determine the preliminary flood risk assessment as a basis for maps of flood hazard maps and flood risk, and consequently, for management plans flood risk in order to eliminate the adverse effects of floods on human health, their property, environment, cultural heritage and economic activity.

Description of the territory

Stranded Orlice river area and most of its tributaries located in krkonošskojesenický system. From the north east zone of the largest stretches elevation, while the deep valleys and important sites of fluvial sediments located to the southeast and south. Mean flow Tichá and  Divoká Orlice and the whole basin and its tributaries Třebovka bottom of the basin is located in the Orlice, Czech system board. These lowlands with slightly disaggregated relief. The largest part of the cover boards Orlicka board, weakly compartmentalized storage, erosion accumulation and erosion denudation relief, a platform created by the river and aeolian sediments. The most important rivers in the basin are Divoká Orlice, Zdobnice, Kněžná, Bělá, Tichá Orlice, Třebovka, Orlice and Dědina. The whole area of middle and lower parts of the Tichá Orlice and the Divoká Orlice belongs to the group of porous aquifers, which can be described as a complex geohydrodynamic systems consisting of two to four horizontal water intermediate layers separated by an impermeable and semipermeable layer.

Flow  Orlice split into three separate parts, Divoká Orlice, Tichá Orlice and Orlice. Divoká Orlice and the Tichá Orlice rooted in the Hradec Králové region and lower reaches as broad as its thalweg developed with numerous meanders and many inundation areas are connected above Albrechtice nad Orlici where the flow is based on the Orlice, which once again goes through a widely developed thalweg also with large areas of inundation to Hradec Kralove suburbs, where the overflows are historically limited itself to the confluence with the Elbe. From a geographical point of view all three rivers can be incorporated into the Orlice board. The historic area is not one described in the flow of its sections located directly to the inundation of the three main rivers, but the buildings were created to the edge of the valley, but not the N-year-old water. In all three sections of the rivers are old meanders sometimes resulting flow adjustments, in most cases the natural origin due to spontaneous formation flows.

The dominant right tributary of the Divoká Orlice is Zdobnice the flow of 124.5 square km catchment area, as well as right-hand tributary of the Bělá area 214.8 square kilometers and the main left-hand tributary stream Brodec 53.3 square kilometers. Tichá Orlice in the Hradec Kralove region is not as dominant as the tributaries of the Divoká Orlice. The larger ones might be to designate a stream Čermná the catchment area of 23.5 square kilometers. The Orlice itself above the Dědina the catchment area of 333.2 square kilometers as a right tributary, and the left-hand tributary of the stream Bělečský an area of 51.5 square kilometers.

All three sections of the rivers belong in region, as mentioned above, the Orlice board, so all of their tributaries are flat with a flat-rich basins in particular fan-shaped branching.

Results

The result is a standalone application solutions to flood marks in a given territory, an overview of historical floods, which have impacts on human health, property, environment, cultural heritage and economic activity, with the possibility of recurrence. Flooded sections of roads to identify detour routes in the future, all classes of roads and railways. Identification of endangered buildings housing estates, major industrial plants etc.. In terms of minimum risk, the number of persons, nature of the production structure in order to meet project requirements and the requirements of  the European Parliament and Council 2007/60/EC on the assessment and management of flood risks.

During the processing of the project outputs are coordinated with other regions involved in processing the project Label in its area of interest, particular region of Pardubice and Liberec, so that the output was uniform. Inerpretace the results are presented in the form of a map of the project and the layers are a direct part of the Digital Flood plan for the region. They become an essential basis for further decision-making process.
